Our February presentation will be a little different as it will be a panel discussion with subject matter experts from Denver Water, RTD and the City and County of Denver. The panelists will discuss Colorado Open Records Act (CORA) requests and information requests that end up in eDiscovery.

City and County of Denver
Mandy MacDonald
Mandy MacDonald is an Assistant City Attorney for the City & County of Denver, where she manages the City Attorney’s Office electronic discovery platform and assists in eDiscovery matters in civil litigation. Before joining the City Attorney’s Office, Mandy worked in private practice, and previously served as a criminal prosecutor in Colorado and Nevada.
Mitch Behr

Mitch Behr is an Assistant City Attorney for the City and County of Denver, Colorado. He is a University of Iowa College of Law graduate and has been practicing law for twenty-seven years in Colorado, Alaska and Iowa. Mitch has spent fifteen years as in-house government counsel and twelve years in private practice. During his seven years with the Denver City Attorney’s Office, Mitch has assisted a wide variety of Denver agencies with responses to CORA requests.
Geoffrey Klingsporn

Geoffrey Klingsporn is a Senior Assistant City Attorney for the City and County of Denver, where he leads the eDiscovery practice and represents Denver in civil litigation and appeals. Before joining the City Attorney’s Office, Geoff spent many years in private practice; and before that, as a professor of U.S. History.
Regional Transportation District (RTD)
Bill Bradford

Bill Bradford is the Program Manager for Privacy & Compliance for RTD (Regional Transportation District) in Denver, Colorado. He is part of the Information Governance Management department at RTD, responsible for data privacy requirements for RTD, and ensuring compliance with state and federal regulations. He also serves on the Cybersecurity council at RTD.
One of his main focuses at RTD is the handling of all Open Records requests that come into the agency and working with the Governor appointed Accountability Committee looking into all aspects of operations at RTD.
Bill has more than 30 years’ experience in Information Management. He has been a member of ARMA International for 16+ years and is currently the Immediate Past President of ARMA International. Bill has spoken at local, regional and national ARMA events on a variety of topics. ARMA is the world's leading membership organization serving almost 6,000 professionals who manage and govern information.
Prior to joining RTD Bill spent many years in the legal and oil & gas industries working in Information Governance.
Denver Water
Kate Legg

Kate Legg began her career as an archivist and digital collections librarian and is now the Manager of Records and Documents at Denver Water. She holds a MA in History, a MLIS with a focus on technical librarianship/metadata and is a Certified Archivist. Kate has served on many professional boards, including a three-year term defining the curriculum for SAA’s Digital Archive Specialist (DAS) program and the Colorado Historic Records Advisory Board. Her current work at Denver Water centers on managing electronic records, exploring machine learning for autoclassification, and the Colorado Open Records Act.
Andy Hill

Andrew Hill is an attorney with Denver Water’s Office of General Counsel. He assists in-house clients with a variety of local government and utility matters, including records management, technology, civil litigation, and water rights.
